I adopted a peke from my local shelter that had the same problem. She
chewed her tail to the point of bleeding. Like you, we had a portion
amputated and that helped since she couldn't reach it any more. The only
thing that I found that seems to make a difference was stability. When
her surrounding were constant, and I didn't move her around alot. I was
a teenage just starting out on my own, and I moved around alot. The longer
I lived somewhere the better she seemed to be. I had her for 12 years and
for the last 4 or so years she had completely stopped doing it.
