Pekingese Q&A Board: Tail chasing and tail biting-what can be done?

We have had several rescued Pekingese that we have placed only to be
returned to us because they continually chase their tail and/or bite
the tail inflicting a large sore area. We had one Peke that in order
to place it the tail portion had to be amputated.
Any suggestions?
