When I first got my pekingese pebbles she was the same way. My vet told me that sometimes it goes away after they are six months old. It's not a good idea in my opinion to get them clipped before they are six months old. If you do you might have to get it done again. When pebbles reached about 5 months her breathing became normal again. If I were you I'd wait until she was five months old.
