The rubbing and redness is probably from the fleas. I use Ovitrol spray which kills fleas and their eggs. Flea bites itch and will make them scratch and can cause hair loss. Puppies shed hair but not to the point of baldness. Hairless patches usually indicate a problem like fleas or skin mites or whatever.
