The "standard" (description) explains that a pekes coat should be long,
with a thick undercoat, straight and flat, feather (longer hair) on
thighs, legs, tail, ears, and toes. The mane is profuse, extending
beyond the shoulder blades forming a "ruff" around the neck. All colors
are allowable.
In Canada, if a dog is advertised as purebred it must have registration
papers or proof that the parents are or can be registered(registration
papers). To sell any dog as "purebred" without registration papers is
illegal, and a can be followed with a very heavy fine.
Without registration papers or proof that the parents are registered
they cannot be called "pure bred."
There is however a reason for lack of coat, it could be that the genes
are just not there, meaning someone has bred a shorter coated peke to
a shorter coated peke, therefore makeing the dominent coat gene the
strongest for shorter coats, NOT long thick coats, it is in the breeding
where we set the dominent genes to make our pekes look like they do,
so poor breeding practices can result in poorer looking specimens.
Also the condition the coat is kept in has alot to do with lengths of
coats, too much grooming, too many baths, poor nutrition, lack of fresh
air and exercise.
