Bite him back. Not literally, but your puppy does not understand that his biting hurts you. You have to let him know.
The easiest method is when he bites you smack him so he can associate the biting with pain (his, he will never understand yours)
Or if you do not agree with that sort of punishment, you could say NO in a sharp voice and stop playing with him. This method will take longer, but also works.
You would also need to give him a toy that chewing on is alright, as a substitute for your hands.

I believe that you should always smack a puppy when he bites at your face. Hands are an issue that you will need to consider as these are the things that play with him,
either he can bite them or he can't. Your puppy will not be able to understand "I can bite the hands at this time, but not that time." But faces are always a no-no.
