There is really no way to know at this point. While 4 pounds is small,
you won't really know until your peke is fully grown. Some pekes fill
out early, some don't. My suspicion is that you probably just have a
very small peke, not a sleeve, since there's still plenty of growing
left in an 11-week old puppy.
