I think the best thing for you to do is not to concentrate on getting
the fleas off your dog, but get them out of your home. If you live
in a wooded area, there's not much you can do about the outside, but
there are plenty of things out there for getting rid of fleas in your
home. It may take as much as a month to kill them all however. Back
in California, my wife and I had a flea infestation in our apartment.
We sprayed around the baseboards, and each day we'd find 10-20 dead
fleas for about the next 2 weeks, then it slowly tapered off and we
never got any more.

As for your dog, he should have a flea dip to get rid of the ones
on him. For future prevention, there are sprays you can use, and there
are other products/medications as well besides Program. Advantage
was a popular one, but people have heard that there can be dangerous
reactions between it and some shampoos. There are also some home-
brewed remedies as well. I invite the other readers of the board to
offer suggestions!
