The BEST flea shampoo I have ever found is completly natural and nono toxic yet it is totally deadly to the fleas. They just fall off. It is called Melaleuca hamd soap, It comes in a pump. It is naturally anti bacterial so we all use it daily as our antibacterial soap. It is mild enough to be used daily. It does not posin the dog and does not dry him out. They also make a dog shampoo but I find this to be better for the Hawaii environment(no break from fleas). It also seems to keep his skin in very good condition because tof the antibacterial properties. Todo like his bath very much! 3. Program really worked for him as well. So the combination of the three worked for us. Good luck.
