I'd take your peke to a vet for a diagnosis of
the scabbing before using any medicine that you
already have. While it is very likely that it is
the same thing as your cats, it could also be any
number of other things. If he has been bathed
too often, he could be losing the natural oils
of his coat and suffering from dry skin. If you
live in a humid area, dogs with thick coats can
get mildew on their skin which can get infected.
There's any number of insects that could be
doing the biting, and there's always allergies.
Contact your vet before administering any
medication.
