I'm surprised you're having so many problems, since it sounds like you're doing everything right! What type of food are you feeding your peke? If you're feeding mainly a soft-food diet, you may want to consider switching to a mostly hard-food diet. The hard texture of the food will help to remove some of the tartar buildup. Another thing to try is the "knobby" nylabones. Herbie loves the petite size ones, it's about the only toy he likes.
