The two theories you mentioned are both right in the sense that some professionals advise cuts and others do not. I have six Pekes, all with different styles and lengths of coats. I do my own grooming and cut to fit that particular Peke's "style." For example, my males have the longest coats. One male I cut very short, the other medium. It is according to the thickness, too. It also depends on whether or not you allow your Peke in the house. Mine are inside during most of the summer. I think its best to summer cut because their little noses do not allow as good an air exchange as long-nose breeds. That is much more important in hot weather than the shortness of the coat.
