No, all pekes are not agressive. There are alot of reasons for aggressiveness, it could be biting out of fear, or bad temperment, it could be caused by poor training, or very poor breeding practices. Agressive, mean tempered pekes should never be bred to. If your puppy is still very young, you could try tapping him on the nose, saying NO BITING, or growl at him, give him a tiny shake and say NO! He might just have to be taught that if he bites he will be disciplined immediatly.
And yes, if he came from a puppy mill this very well could be a
passed on trait from his parents, and might never be cured of it.
Please be very carefull of anyone around him, till he learns it is not acceptable to bite.
Also as soon as he is old enough please get him neutered as this might cut down on his aggression.
