I lived in France this past year, and there was no quarantine there. We also
traveled to Italy and Germany with our Peke (and our cat). As long as
you have a rabies vaccination statement (and France wanted you to have one
within the 30-day period prior to arrival) I think you're ok. Oh, and they
both needed a health certificate (that any vet can give you) filled out
within 10 days of departure. I think my husband checked for specifics with the US Animal and Plant Health Inspection
Service. Only countries I know of with a quarantine still are England and Sweden.

Just checked with my husband to be sure. He said to go the German Embassy's
web site and you can download a form that your vet has to fill out (for
some reason the Germans want the certificate in German).
