I would try taking them out every hour if possible. When he goes to the bathroom outside give him a treat. I know it's not fun to have to do that all the time, but that's what I did with my pups and they do great. I'd also try teaching him a trigger word/words such as go pottie. Say this all the time as he is using the bathroom. Pretty soon he will learn it and can go on command.
