I have a pet Peke who had a disc "explode" about 8 months ago. Luckily I have some neurologic
surgeons close by and they performed surgery to remove the disc material
that was putting pressure on the spinal cord (causing the pain). It was a
fairly slow recovery but he is as good as new now! If you have access to a university
vet hospital or specialists I would suggest trying that route. I would get another
opinion at the very least.
