I doubt it. I know it is physically impossible for a human
to sneeze with their eyes open, I assume the same is true
for dogs. Some dogs do have a physical problem where their
eyelids do not close, so I do suppose if a peke had this
condition and sneezed, eye damage could occur, but it is
very unlikely. It is even more unlikely that the woman was
able to simply lick her fingers and pop the eye back in
without causing damage.

My gut feeling is this is one of those things that someone
heard once and blew out of proportion. It is possible for
a peke's eye to be jarred out of the socket, and there are
plenty of cases that have been talked about here and elsewhere.
After being passed by word of mouth, the stories have probably
been exaggerated to what you heard.
