Herbie liked to do this as well. The only solution that I know
of is to put the litter box where the cats can get at it, but
the dog can't. If you can get a hooded litter box, that might
keep your puppy out as well. I'm surprised the cats won't go
over a baby gate to get to it. Maybe if you let the puppy chase
them towards the gate, it will encourage them. :) :)
