Was he registered in Beijing? And did you get registration papers with
him when you purchased him?

If he is not rgistered in his own country and if his parents were not
registered either then you cannot prove he is a purebred, and there for
should not be using him for breeding at all. The best thing to do is
neuter him and love him for his other qualities.

I would consider him high quality type for pet breeding but since he
was not born here, he has no papers. He has one of the best
personalities that I have ever seen in a peke.

Just having a great personality is not reason enough to use him for
breeding, there are many other important facts to take into consideration
, such as: genetic or hereditary problems or diseases, conformation type
, etc.If he has any of these in his background and you do not know it
you may be breeding very poor sickly litters, with alot of health problems.

He is good with small childern. Well, enought about my little one, the
question is:

registered?

If you purchased him as a registered purbred, you should have recieved
his registration papers and a registered pedigree. If not then in order
to register him in the with the AKC, you would need to get his original
Beijing registration papers and the original 3-4 generation pedigree.
Once you have obtained this then you would need to contact the AKC and
get a special form to fill in with the information that AKC needs in
order to register him.

Just doing a blood sample will not get him registered, he must be
registered within his country of origin first.
