Try Advantage or Frontline's TopSpot. I also have a Peke with flea problems, but he seems more content and less itchy after using TopSpot.

To make a long story short, I bathe Harley about twice a month (using flea shampoo) and also use Hartz "Control" fleas spray and a flea collor on him. Even after this, I can sit him down at about any given time and still find fleas on him.
